What are the steps to do a touch up job in a car bumper ?

The area that has gotten damaged is about 7 by 7 inches, it started out as scratches and the paint lifted up and now is peeling? What should i do to paint that area? with what sandpaper should i sand the rest of the paint that is going to come off. Im going to use an aerosol spray can.
