Stuck in The Water Temple for Zelda Ocarina Of Time!!!!?

Im on the bottom floor, have no keys, and cant make the water rise to go anywhere else. I do not have the longshot and the rooms on this floor lead me nowhere. PLEASE HELP ME??!!!!
