How do I get my short hair to lay down close to the scalp?

I'm a 20-something male and have been rocking out the crew-cut for a few years. I want to grow it out, but everyone time it gets about to 1-inch in length, I look like a porcupine. My hair sticks straight out at the back and sides. I don't like to wear hats, either. How do I get my short hair to lay down close to the scalp?
