Yes this means hand sewing. From what I read the lining should be sewn on the inside to the waistband. So don't worry if your hand sewing isn't that good. Use a new sharp needle and a single strand of thread. Take small stitches about a 1/4 inch apart. If you have trouble with the thread getting tangled : gently run your thread over a piece of wax (like from a candle) and use shorter pieces of thread. You may need to re thread 4 times to get around the waistband, but it might be easier to handle.
