Why doesn't Arizona focus on the rising of hate crimes than one ranch who died?

New Law has been p Arizona 1070.Only because a rancher was killed by over the border drug smuggler not by immigrant. 2008 has been increased of hate crimes towards Mexican and other immigrants. They have been main target. Why wont Arizona focus on the hate crime and violence that this law will disrupt the peace of the people? Why not make any laws to double the sentences on anyone who illusions with the idea of murdering any body base on gender, religion, ethnicity, or race.
