It's a hard to answer question without generalizing. while he may have found you attractive at first, he may have developed feelings after, or he is just using you. What you do is stop having with him, see how he reacts. Does he stay? Does he go to others? and yes guys would congratulate him.. guys congratulate just about anything positive.
