Why isn't my dlc for oblivion working?

I have recently got a game of the year copy of oblivion, and i have already downloaded the shivering isles and Knights of the nine, but i tried downloading "The Fighter's Stronghold" and it keeps going to 1%, stays there a few seconds, then has error code 80070570. Any help with this one?
