Need help identifying drug paraphernalia (see below)?

I need more opinions/facts about something that was found on a family member. It was a small, plastic baggie (empty at the time) bearing a Batman logo. I know 2 things it could be, but I need confirmation. If it helps, the area is metro Atlanta. Thanks.
